Literally last weekend I was camping and everyone in our camp saw dozens of starlike dots in the sky moving faster than planes, slower than shooting stars, and were way higher elevation than planes.
The dots would move in different directions, some followed each other.
I would say they were satellites, but they changed speed, and some even stopped and then moved again.

Likely that it was a starlink constellation
They basically look like a string of lights following each other while deploying
Not sure about the slowing down, though
