Nope, that’s not how the definition of a tree works. Look at swednek’s definition in the comments: it is a woody trunk with branches. There are many other plants you could make toothpicks out of (e.g. that are woody) that aren’t trees. For example, shrubs and lianas.
Because there is no such thing ad a tree. A tree is just a way some plants like to grow.
My favorite slightly different perspective today
Every lawn would look like a forest if grass were as tall as bamboo. Every forest would look like grasslands if trees were as tall as grass.
