There are a few, shard tabletop has free tier and you can get some free stuff off the store like PHB 2012/2024, TCoE, XGtE, Swords coast etc. You are limited to only 4 per month on the free teir. It has a simple character creator and you can create your own stuff like races, subclasses, monsters etc. So anything your missing you can use 5e Tools and add it manually.
If you wanna sub you can and it’s like $20 a year for the adventuring tier.
For crossplay it all goes through the website (so no app) and its all mobile optimized I think.
